Latvian Qualifications Framework (LQF) has 8 levels (1 – the lowest, 8 – the highest).

Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

– to master social and human resources management science theoretical and methodological knowledge and skills;
– to master research and analytical skills, develop abilities for independent research and analysis in the social science and management area;
– to master knowledge and skills in analysis of national and international economic environment,
– to set and formulate human resources management strategy, policy, to plan and forecast company’s or institution’s human resources;
– to master skills in effective and efficient management of an organization or a its personnel department in the contemporary dynamic economic environment in accordance with set aims and objectives in the interests of shareholders, employees, local community and society at large and in compliance with the legislation and labour protection requirements;
– to write and present the dissertation which carries 20 Latvian credit points (30 ECTS credit points) and meets the requirements of a published research work.

    10. To utilize management information systems in order to ensure a company’s staff management process.

    5. Ability to understand a company’s economic performance.
    6. Ability to plan a company’s staff budget, resources and necessary competence, as well as division of responsibilities.
    7. Ability to manage a company’s staff department.
    8. Ability to ensure a company’s staff management function (staff records, training, staff development, salary system, incentives system, evaluation system, etc.).
    9. Ability to understand the labour protection system and manage the work of labour protection specialists.
    10. Ability to develop the organizational structure of a company.

    12. Ability to manage and organize collective negotiations and reach an agreement.
    13. Ability to understand and promote the exchange of information within a company.
    14. Ability to understand employment relationship requirements and ensure implementation thereof.

    16. Ability to communicate in the official language at the highest level and two foreign languages.

Qualification acquisition requirements

Previous education
Higher education qualification of LQF level 6 (bachelor, professional bachelor or professional higher education qualification) in the same or compatible branch of science or professional field of higher education, as well as a certain professional experience laid down by higher education institution
Ways to acquire 
Qualifications can be acquired in the framework of education programs or in the evaluation and recognition of non-formal knowledge, skills and competences acquired (in vocational education LKI Levels 2-4).

Snice 11.10.2022 60 credit points correspond to the study results acquired in full-time studies in one academic year in accordance with the European Credit Transfer and Accumulation System (ECTS).Since 11.10.2022
