Levels reflect the complexity level of acquired knowledge, skills and competences (learning outcomes).

LQF covers stages of education starting from the basic education (level 1 – special basic education) to the highest education (level 8 – doctoral studies).

Level of professional qualification
Till 1 august 2022 in Latvia had a system of five professional qualifications levels (PQL, 1 – the lowest, 5 – the highest).

PQL system covers only professional qualifications (basic education, secondary and higher education stages).

PQL reflects readiness of a person to perform work of certain stage of complexity and responsibility.

Learning outcomes

Learning outcomes are knowledge, skills and competences acquired during a certain period of learning.

In Latvia, learning outcomes are stipulated by state education standards and occupational standards (for the professional qualifications).

Learning outcomes of higher education are defined by higher education institutions.

  • Skills

    1. To have good knowledge of and comply with the European Union laws, Latvian laws, standards and other laws and regulations related to real estate management, construction, renovation or restoration.
    2. To assess the internal and external environment of real estate management and analyse occurring processes, and synthesize measures for the execution of management activities.
    3. To analyse any problems, understand causes thereof and formulate the management’s objectives in the field of property management.
    4. To be aware of and understand general and specific development trends in real estate management.
    5. To be able to use methods of performance analysis in the field of real estate management.
    6. To use logical approaches, analyses and syntheses, induction and deduction, quantitative and qualitative, as well as other methods to solve problems identified with respect to real estate management.
    7. To have a good knowledge and understanding of factors influencing a real estate’s value and management costs.
    8. To utilize strategic and tactical planning methods.
    9. To have a good knowledge of and use quantitative and qualitative methods of engineering economics in real estate management.
    10. To ensure effective communication and interaction with customers.
    11. To be able to utilize investment project efficiency determination methods for efficient real estate management.
    12. To carry out investment project feasibility studies to improve real estate management efficiency.
    13. To use methods of internal and external factors analysis to asses strengths and weaknesses of an institution in relation to internal and external environment changes when implementing real estate management processes.
    14. To consider the various social and political processes and predict impact thereof on the real estate management sector.
    15. To utilize forecasting methods and results thereof in accordance with a institution’s goals and objectives.
    16. To observe ethical and cultural principles, managing and administrating real estate.
    17. To have a good knowledge of and understand financial aspects of real estate management and administration.
    18. To use modern information technology, engineering solutions for risk management in the field of real estate management.
    19. To be able to select methods of analysis, research methods and technical means of the issue at hand.

  • Competences/ autonomy

    1. Ability to responsibly and independently carry out real estate manager duties in accordance with the applicable laws of the Republic of Latvia and the European Union.
    2. Understanding of the national strategy and housing policy, ability to define business goals of a real estate management company.
    3. Ability to define tasks necessary to achieve the set goals.
    4. Ability to analyze and evaluate the company’s strengths, weaknesses, opportunities and threats, external economic and other factors and their potential impact, and real estate market trends in the field of real estate management; summarize the results in internal and external factors analysis tables.
    5. Ability to evaluate the calculations of the cost of services to be provided, the necessary investments and labor consumption.
    6. Ability to carry out analysis of administrative and financial performance of individual departments and the company as a whole.
    7. Understanding of and ability to develop and apply real estate management performance evaluation methods for a specific type of real estate.
    8. Ability to propose improvements to management with respect to efficient use of resources.
    9. Ability to evaluate the performance of the company’s departments and to assess its compliance with the set goals.
    10. Knowledge of the range of the traditional and modern construction and decoration materials; knowledge of construction, decoration and utility technologies.
    11. Ability to carry out reconstruction and renovation or restoration project execution planning, monitor compliance of the implementation process with the project.
    12. Ability to create and secure working conditions that comply with environmental, occupational health and safety and fire protection regulations.
